Staff Development and Training
STAFF TRAINING MINIMUM REQUIREMENTS
1. Purpose: This regulation establishes a uniform and definitive statement of minimum training
requirements for each position class code employed at Florida State Hospital.
2. Scope: This operating procedure applies to all employees (Senior Management Service, Selected
Exempt Service, Career Service and Other Personnel Services) of the Hospital.

a. Annual Update Education: Education that is required of all employees each year as required
by federal and state statutes, rules and regulations, the Department of Children and Families, and
Florida State Hospital.
b. Cardiopulmonary Resuscitation Education: An American Heart AssociationTM training
program that provides participants with skills and knowledge needed to provide emergency care in life-
threatening situations.
c. Department of Children and Families Facilitator: Department of Children and Families'
employee who has been certified as competent in classroom delivery skills by successful completion of
the Department of Children and Families Facilitator Skills Training
d. Direct Services Competency: Education for new employees who provide direct services to the
people we serve and for the supervisors or managers of these employees. This course includes topics
such as Working with People Who Have a Mental Illness, Resident Rights, Recovery Planning, and
Documentation Standards.
e. Discipline Specific Training: Education that is provided to employees entering identified
occupations that provide direct services to the people we serve. This curriculum will include information
specific to service areas and populations served such as civil and forensic services and people served
who are developmentally disabled or elderly. The education is delivered by Professional Development
and Training or a Discipline Director. Participants learn how to:
(1) Achieve discipline's core performance standards and fulfill responsibilities identified
in Florida State Hospital procedures and processes relevant to the discipline, including documentation
requirements.
(2) Conduct assessments and determine needs based on assessment results.
(3) Secure or provide services to meet identified needs.
(4) Write recovery plan objectives that include all of the essential elements as identified
in Florida State Hospital Operating Procedure 152-1.
(5) Write progress notes that reflect progress toward a recovery plan objective and
discipline-specific requirements.
(6) Conduct and document a pre-recovery planning meeting.
f. Kirkpatrick's Levels of Education Evaluation: Evaluation process adopted by Department of
Children and Families consisting of four levels: Level 1--participant reaction; Level II--class test and
demonstration of competency; Level III--job site observation; and Level IV--organizational improvement.

g. Impact Evaluation: Evaluation process used in combination with Kirkpatrick's Level of
Education Evaluation: six components of impact evaluation - clarifying values; developing a theory of
change; measuring or describing important variables, explaining what has produced the impacts,
synthesizing evidence, and reporting and supporting use.
h. Mandt Education: An education program that teaches employees how to establish healthy
relationships with the people we serve and how to interact with them on a daily basis and during times
when they may become uncooperative and/or confused
i. New Employee: An employee who has not previously worked at Florida State Hospital; has
returned to work at Florida State Hospital after being absent for six months, or an employee transferring
from Agency for Persons with Disabilities or any other state or federal agency. This also includes
student interns. Returning employees will be reviewed on an individually to determine training
requirements.
j. New Employee Education: A series of educational events that a newly hired employee is
required to complete within a specified time frame.
k. New Employee Orientation: Education that orients a new employee to rules, regulations,
policies and procedures established by federal and state government, The Department of Children and
Families and Florida State Hospital. Topics may include, but are not limited to, the mission, vision,
values, goals, and table of organization of Florida State Hospital; Civil Rights Training Program which
includes Equal Employment, Employee Assistance Program, Sexual Harassment Prevention, and
Americans with Disabilities Act; Abuse Reporting, Sexual Misconduct, Security Awareness, Domestic
Violence, Ethics, Health Insurance Portability and Accountability Act Training, Human Sexuality in Adult
Mental Health Facilities, Risk Management, Medical Emergencies, Fire Safety, Safety in the
Workplace, Human Immunodeficiency Virus, Acquired Immunodeficiency Syndrome, Occupational
Safety and Health Administration, Toxic Substances, Inmate Contact, Human Diversity, Workplace
Violence, and any additional Department of Children and Families Required On-Line Training
l. Ongoing Education: Identified education that an employee is required to complete at specified
intervals during the course of employment.
m. Restraint Application Training: Education that is required of all employees who are involved
in the restraint application process. This training must be completed within 30 days of hire or position
change and at least annually thereafter. The course will include how to properly apply, monitor, and
release individuals from psychiatric mechanical restraints and medical restraints.
n. Introduction to Leadership: Mid-Level and Front Line Leadership classroom education course
that introduces supervisors to leadership competencies for high performance organizations including
the following modules: Introduction to Leadership; Visionary Leadership; MBTI; Emotional Intelligence;
Foundation of Leadership; Building Relationship; Building Effective Teams; Conflict Resolution; Talent
Management; and Leading Change.
o. Worksite Education: Education provided by an employee's supervisor or designee that
includes, at a minimum, an accurate description of the job functions the employee must perform,
Employee Handbook, Florida State Hospital Values, measurable performance standards, various
Florida State Hospital Operating Procedures and internal procedures relative to the daily operation of
the work unit or shift, to include training on each chemical utilized. The curriculum will include
information specific to services and populations served such as civil and forensic services and people
served who are developmentally disabled or elderly. The employee learns to:
(1) fulfill responsibilities identified in unit or department policies, procedures and
processes relevant to assigned position
