Addendum No. 1
NOTICE TO BIDDERS Public Notice is hereby given that Addendum No. 1 has been issued for the
Substitute/Temporary Paraprofessionals, consequently postponing the bid opening date. SEALED BIDS will
now be received by the School Business Administrator of TEAM Academy Charter School at 12:00pm
prevailing time, on August 6, 2019 at 60 Park Place, Suite 802, Newark, NJ 07102 for: BID # TS-20-01
Substitute/Temporary Paraprofessionals. Any questions concerning this specification must be directed in
writing to the fharris@kippnj.org. Specifications other Contract Documents may be obtained by
emailing fharris@kippnj.org or at http://www.kippnj.org/purchasing. The bid opening process will begin
on the above date and time. No bids shall be received after the time designated in the advertisement.
(N.J.S.A. 18A:18A-21(b)). All contractors are required to comply with the requirements of N.J.S.A. I 0:5-
31 et. seq., Affirmative Action against Discrimination and N.J.S.A. 17:27 et. seq. Corporate contractors are
required by law (Chapter 33, Laws of 1977) to submit a list of names and addresses of all stockholders
owning 10% or more of their stock. A Non-Collusion Affidavit and a Contractor Questionnaire I
Certification also must be filed with the bid. The bid package will also include other documents that must
be completed and returned with the bid. Failure to comply with Instructions to Contractors and to
complete and submit all required forms may be cause for disqualification and rejection of the bid. All
contractors shall submit with their bid package a copy of the New Jersey Business Registration Certificate
as issued by the Department of Treasury of the State of New Jersey. (N.J.S.A. 52:32-44). The Board of
Trustees reserves the right to reject any or all bids pursuant to N.J.S.A. N.J.S.A:18A-2(s), (t), (x), (y),
18A:18A-4(a), 18A:18A-22, and to waive any informalities. The Board further reserves the right to take
such alternates as they deem appropriate, and in any order that the Board feels may be in the best interest

CONTRACTOR QUESTIONS:
1. Does a contractor not having a working field office located within 30 miles preclude the
prospective bidder from winning the bid if the bidder has a working landline?
The requirement that the working field office be within 30 miles of the school h was in
the original bid specifications in error. This requirement has been eliminated in the
addendum. TEAM does require that the bidder have a working landline phone. A cell
phone is not sufficient.
2. If prospective bidder cannot guarantee a daily fill rate of at least 98 percent does this preclude
the prospective bidder from winning?
A daily fill rate of 98% is required and is considered material to the bid.
3. If the prospective bidder does not have a pool of 5 paraprofessionals to fill the requested
position then does that preclude the prospective bidder from winning?
TEAM requires that a minimum of 5 paraprofessionals to fill the positions on an as-
needed basis at its request.
4. The bid specifications state: "All employees, including the supervisor of the contractor must be
screened, interviewed and approved by a TEAM ACADEMY CHARTER SCHOOL staff." Is this a
requirement prior to the para being able to work in the district?
No. This item has been revised to read that: All employees, including the supervisor of
the contractor MAY be screened, interviewed and approved by a TEAM ACADEMY
CHARTER SCHOOL staff. If TEAM chooses to exercise this provision then the contractor
must oblige.
5. Is a strong Business Accident Insurance policy an acceptable alternative to the worker's
compensation coverage requirement if all paraprofessionals for the prospective bidder are
independent contractors?
An alternative accident insurance policy is sufficient to meet this requirement as long as
it provides adequate coverage and is compliant with the law.
